中油大林廠環差變更 環委：補件再審

因應高雄後勁煉油廠遷廠，中油在大林廠新增重油轉化工場、擴增兩座煤組工場及相關設施，但因施工可行性問題，中油決定維持以管線將重油送至林園廠處理，因此提出環差變更。不過環團質疑，中油宣稱揮發性有機物可減量15公噸，是為未來擴廠預留空間，昨天環委也要求中油提出詳盡數據，要求補件再審。

中油提出的環差變更內容包含，中止煤組工廠產生重組油後續處理擴增計畫，意即停止興建去苯塔、分離塔及加熱爐相關措施，同時調整輕質原油分餾裝置部分製成、燃料及煙囪設計參數等，變更後揮發性有機物排放總量約可減少15公噸。

不過此說法遭環團質疑。台灣水資源保育聯盟常務理事吳麗慧說，中油變更後的設備元件從2900個增加為7600個，揮發性有機物VOCs卻從46.72噸降為37.02噸，不甚合理。對此中油解釋，VOCs減少是因為刪除18個高係數的設備元件，同時購買比較好的設備，並加強檢修巡查。

但環團質疑，中油沒有提出驗證資料，不清不楚。水資源聯盟主任粘麗玉也擔心，中油此次變更VOCs減量每年15噸，未來中油仍可再擴廠，一旦草率通過，未來如此減量模式將被複製，中油等石化煉油業將可無限制擴廠，加劇高屏地區惡劣的空氣品質。

昨天環評委員也認為，為了符合變更，中油在報告中「兜數字」，讓報告可信度大打折扣，要求提供各製程單元及公用設施相關汙染物的排放總量，並且就所有設備元件、油槽估算總數及排放量，並說明硫氧化物等減量及防制汙染設施，補件再審。
